Unable to log into PT--Build 23.2.54

(I am reposting this inquiry)

I have been receiving since downloading Build 23.2.54 the following error message when attempting to log into PT:

"Could not download PT League File! Please try to restart OOTP. If error persists, please try again in a few minutes, there is likely a temporary server outage."

I have rebooted my computer (running Windows 10) several times without success. The program was downloaded directly from the OOTP servers.

I'm having this same issue, but on mobile.
