OOTP GO 24 - A problem to offer a Minor legue contract/attributes offer

they sign to minor league contract in same day when they are released/created on FA market.

for example)
Fictional players are created at Dec. 11th.
I got a mail about them so I checked one of his profile.
But He already has a minor league team.
If you go to history page, you can see a line like this
"12.11 : Comes to International FA from Japan. ... signed 1-Year Minor league contract from Seattle Mariners"
So I don't have any chances to ask a offer.


And one more, can you check you cannot offer a attribute contract if you don't have any/enough available cash?

this is example)
My team has availabe cash $1,300,000
Pitcher A's expected attribute value is $1,330,000
If you try to offer $1,320,000 for 1 year, you will get "GM not allowed this contract. you don't have enough money"
If you ask a offer $1,290,000 and "A" accepted, the available cash becomes $1,330,000

Oh and one more thing - after International FA sign, all players in International complex roster starts get pro service time.

Standard game without Live roster (MLB+KBO)

I think Pro service time should be start after promoted to the Rookie league right? If not, I was wrong :P
