Trade for International Pool Money?

How do you do this? I saw several teams have their initial amount increase from what they started with. There must be a way to trade for pool money but I can’t seem to find it? Help?!

The ultimate international prospect is available and I cannot be outbid!

I looked a little closer and the computer teams did execute a trade for INT Pool money. Cardinals traded 500k pool money to the giants for some player. Would be great to be able to do this as human teams as currently they have an unfair advantage. Thanks!

It means that pool money can be exchanged during specific periods, such as the international signing period.
