Help with game settings

I want to start with Atlanta Trashers expansion and prevent team relocating to Winnipeg, can i do that without effecting other expansions and league structure changes etc? Thanks

Nope. You'd have to either turn off all expansion, or on the day they move, move 'em back to Atlanta. (and redo the league structure)
