Owner Goals Issue

The owner's goals function can be a fun aspect of OOTP but it always seems to add more headaches based on some of the goal. This version, here is the issue I'm having.

Improve International Amateur Finds

In theory, this is pretty cool. However, the measure is incorrect because it says "0 drafted, 0.0 WAR". Well, you don't draft international amateurs. They are FA signings so it's impossible to hit this goal.

Another annoying bug with goals that has carried over from previous versions. Goal is to have a final total balance of $x. I hit the goal in the season that just ended but then it switches to offseason and immediately looks at the next season's estimated finances so the owner isn't happy. Really annoying because I can't clear that goal.

I usually end up disabling after a few seasons but I would prefer to keep them on and to work properly.
