Editing Team Finances

I'm trying to edit the team finances in Commissioner Mode so I can have a massive payroll and player development budget. So I edit the budget to a ridiculous number, but when I do the same with the player development budget, I see a message saying that because I am over budget, my player development budget is limited to half of the league baseline. What am I doing incorrectly, and how do I not get this problem and get a huge budget?

Have you progressed more than one day? I find I get that issue too, until I either complete a draft or progress a day or two.
