Incorrect sorting in ootp 24

When sorting in OOTP 24, it appears to mix in attributes one lever higher in with the correct level. The photo shows it.

I also saw this. Interestingly, the color coding implies that the "outstanding"s in the screenshot may actually be "excellent"s?
