Exported Card List Innaccurate?

I downloaded the card list during the beta, and then again just now after launch.

I expected the card list at launch to be bigger than what was available during beta, but the difference was quite a bit: 5,119 vs 1,375! I thought the card list exports only contained the cards currently available in game, but this would seem to be including much more than that, perhaps some unreleased cards being accidentally leaked? I searched for a few cards that were on the list and they didn't appear in the card shop after unchecking the "only show cards with sell orders" box, so that seems to be the case.

BUT, the weirder thing is, when I compare the Beta card list to the Launch card list, there are cards listed in the Beta that I can see/buy in-game currently, but they aren't listed in the Launch card list. A specific example is Tun Berger. Beta card list, bought him just now, but not included in the Launch card list I downloaded.
