Are you running Steam in Administrator Mode?

It is the Steam version, and no.

Try starting the Steam client by right-clicking and selecting "Run as Administrator". Failing to create the save file usually means that Windows User Account Control has decided you don't have the proper rights to write to your save folder; administrator mode should let you do that.
