Computer DFAing young stars upon return from 60-day IL

In build 37, I've simmed into mid-June, and the Twins (Royce Lewis) and Tigers (Tarik Skubal) just waived and DFAed young star players upon their returns from the 60-day IL. The Twins had a full 40-man, but the Tigers had 3 open spots. Especially given that both players have multiple options left, I assume that this is not expected behavior.

EDIT - not quite as big of a name, but Padres just did the same thing with Eguy Rosario upon his return from 60-day IL despite having options and having 4 open 40-man spots.

Have you changed any ai settings etc or are you using the defaults?

Also, can you upload your league files, so we can look at those? Preferably if you a save from before the guys get waived, that would be the best

I haven't changed anything other than player rating values to 20-80 (increments of 5) instead of stars.

Uploading files now, filename is thehoagster07_03222023.zip. Unfortunately the save file is post-waivers and not pre-waivers.
