I want to create a league of fictional teams with real players. I want to dump all players into a pool and have a draft for the new teams. Is this possible? If so, how?

I guess more info is needed. There are a couple of threads over the years with a lot of detail on it. But it depends on the teams. You could just rename all the current ones in the standard game and add or delete ones as you see fit (after dumping everyone into the FA pool with a single click from the Game Settings). If adding or deleting, you'll need to regenerate the schedule (for all tiers of minors too) so that might need to be done in the preseason. Can you give more details - it's OOTP, after all and customizable as heck so I'm sure a lot of folks have done it but their set-up may differ from your wishes so they may be hesitating to respond (and they are surely engrossed in test-driving '24 atm!)

Basically what you outlined there.
Seems the easiest is to create a new MLB league. Rename teams and then dump all to free agent pool. At that point how do I initiate the draft?

Not at home right now but I believe this page of the manual will outline what you want to do - it would release all the current players and set up a draft for all levels of your org with all the players you just made free agents.
