Are camera settings from OOTP23 still compatible?

I spent quick a bit of time setting up my cameras in 23. Are the file formats still compatible with 24? Can I just copy 'em over?

The cameras themselves should be mostly the same. If you are talking about the various camera speed and reaction delays, I would suggest trying out the new version and seeing what works for you. Your setting from before should usually still work, but you might like others better.
