The 100% accurate potential is their current true potential (relative to your league). That setting is basically allowing you to see what they have in the database instead of through your Scout/fog of war.
However,
1.) That "true potential" can still change (based on your talent change randomness setting)
2.) There is no guarantee that a player will completely develop to their true potential
