Random rookies, only 3 players in draft

Hi all - I've done some googling but haven't been able to find a direct answer to my question.
I am doing a historical league starting in 1980 and set it to use random rookies from all eras. The inaugural and subsequent draft went just as expected.
My third draft, however, only produced three players. I have "automatically import historical rookies" unchecked because, as I understand it, that will import the actual rookies for each year, which I do not want. I have no minimum and no maximum years.
Appreciate any assistance!
