"Should be ready immediately", Still Disabled

This has happened twice recently. OOTP 23.10 Build 103, Win 10, i7-5600u, 16GB.


A player with a long-term injury is suddenly announced as "Should be ready immediately at full strength", but remains injured. DL Time was finished several months ago in both cases.

We did find that bug and I believe we have gotten it resolved. Won't be in place for 23 but moving forward that should be fixed.
