Trade question -- Team keeps asking for additional player

I am playing the 2023 season as the St. Louis Cardinals and have run into an issue in trying to deal veteran pitcher Michael Wacha.
I tried to make a deal with the Angels for a journeyman minor-league outfielder.
Their GM responded with, "However, if you'd any of these additional players, we'd have a deal."
So I added one of those players.
The Angels GM again responded with "However, if you'd any of these additional players, we'd have a deal."
How come the deal was not sealed when I added one of the players it had asked for.
And actually, this has been going on with OOTP for years. I think one time we went five players deep before I said, "F it" and forced the trade.
