It is possible to nominate player multiple times during National Signing Day
Player does not disappear from the Commitments page after being nominated, so it is possible to nominate him multiple times using right click and choosing "Nominate" option

Just to clarify: in this case, you were controlling Minnesota, correct? That's not the AI doing it twice?
