New Cities in SQL

So my problem is as follows. I have just imported my league from OOTP 21 into OOTP 22 and then instantly into OOTP 23. I have added a few new cities in the Game > Explore World > Canada section. Now I am exporting my SQL and the cities.mysql.sql file is not getting updated with those new cities.

Does anyone have any idea where I need to go to add these cities to get them to export into the SQL? I checked the world_default.xml and the cities in there don't match up exactly with what I have in my Explore Word > Canada section. I had previously added a bunch of new cities in OOTP 21 and they seem to export fine with the SQL. So is there something up with OOTP 23 that is preventing the cities from exporting into the SQL?

Any help would be appreciated. I'd rather not have to import the world_default.xml file again as I am pretty sure it would wipe out a bunch of my created cities and such.
