Arena data resets every year

How come arena data resets every year? This has been a problem for a few years. If you make a change to an arena one season, the next season, it resets. Is there any way to fix this?

If that's happening with Arizona, it's because there's a hardcoded arena improvement scheduled after a few seasons.
