Multiple League Universe Issue

Hi all, I have created a universe with multiple major leagues in America, (to be specific, four leagues of eight teams, each with 2 divisions), and the goal is to host an annual tournament for the champion of each league to determine the best team in America. However, despite me setting up all four leagues exactly the same, one league in particular has all the best players. Is there a way I can ensure the talent is (somewhat) evenly distributed, as I would like the year end tournament to be uber competitive, but as it stands, one league is certain to dominate it. Also, would there be a way for all the leagues to compete for the same draft pool/out of the same feeder league? (Similar to how the NBA/ABA were able to draft the same players), if not, how can I ensure the individual draft classes will be similar in talent? If any more information is needed, I'd be happy to provide, and I'd greatly appreciate any help! Thank you!

Save the game and start another and see if the same thing happens.
