If i create a historical league will I have access to players playing over seas in the japanese and korean leagues or are those leagues only included in standard leagues? Thanks.

Not in the main database for sure... but maybe in the historical minor league database?

With historical minors enabled, no Korean or Japanese leagues players are included.

You didn't ask about Mexican Leagues, but just for reference, the player data availability is spotty. It starts in 1937 with just a few undistinguished (as far as I can tell) players and then going forward, depending upon the year, there are anywhere from zero players, to a few players, to an avg of 10-15 players per team, and in some years maybe all players... In addition to a few seemingly random years with no players ('59, '77, '78) there are no players from 1985-1999, and no players after 2014. (I didn't look closely but I'd guess that from 2000-2014, all or nearly all player data is available to recreate complete teams. Not 100% sure, though.)

What's important to note is that while some Mexican League players are included, there are no teams and league data in OOTP's structure files for the Mexican Leagues. Therefore, these leagues won't show up in OOTP sims where historical minors are enabled. The players, however, should show up as free agents.

To your original question about Japanese & Korean leagues, I am pretty sure that a Spritze High School Database might be your answer. OOTP veteran actionjackson would be your info man here. However, you might find your answers (and database links) in this thread: https://forums.ootpdevelopments.com/...d.php?t=339636, and it also includes links to other threads that you find informative... (From one of those linked threads, per actionjackson: "This DB does indeed contain players from the Negro Leagues, plus PCL, Cuban, Japanese, Korean, Taiwanese, and others..."

Good luck!
