NCAA Staff Finances

I am starting up a new save with a NCAA team, and my staff budget is 750k, however my current payroll is 1.5M. By year two I am not able to sign or resign any new staff since all my money is tied up in current staff. I notice this is a problem for all the other teams in the ncaa.

Yup, we're aware, looking into the problem now. There's a few things with the staff that are going to need changing, both NCAA-related and more widely.
