New "Outstanding" Scout with low accuracy

I hired a new scout this offseason who has "outstanding" rating for both amateur and major league players, but his scouting of the players I am looking at has "low accuracy" as far as his scout rating. Why is that? Am I missing something/

If he's a new scout it likely means he hasn't recently scouted those players since you hired him.
