For OOTP23 use the files on the Version 2.0 thread--they modified the database since the older version. Here:

Download the names.xml and world_default.xml files using the mediafire links. Overwrite the files in the <YourOOTPfolder>/data/database directory. Make backups of those (2) files first.
I recommend starting a new game for these changes to take effect.
