Low current overall vs potential with maxed out stats.

I have a pitcher who is rated 50 of 80 even though all his stats and pitches are maxed out. He has four pitches and an excellent stamina. He is pitching like he's a 50 and not an 80. Any idea why this would be the case?

No idea. Control? Is this a SP or RP? Past performance - previous seasons? What does the scout say? How large a sample for his current performance? Any big difference between pitching to RHP and LHP?

There are so many variables. You need to provide more context, air ideally a screenshot if you can. I have had a similar experience with Satchel Paige in my. 1938 sim through about ten games. Similar high ratings (I use 0-100, since I was raised in the decimal system), great stats, albeit versus lesser competition. Of course, he is making a huge adjustment, more or less on the fly, and pitching in the Baker Bowl for the Phillies. So many variables.

I thought maybe his age was a factor since he was 23 and in his third MLB season. I'm in the next season and he's a 55 of 80 now and he had a good postseason. I'll grab a screenshot and post it maybe later on this evening.

can't really do a screenshot since it's spring training now and he is at 65 of 80 - still nothing changed with his ratings versus potentials since they're all maxed. Some hidden internal stuff I guess.

When I finish the season and he's still at 65 of 80 but had a good year, with an ERA under 4 for the first time. I think maybe there's some hidden mind/maturity rating or something similar, and I don't mind that at all.
