Scouting drops because of overbudget

My scouting showed a 50% drop because I was over budget. I fixed that and now I'm not over budget but it sill shows I'm limited to half the league baseline. Does it take a while to change or am I stuck with this for the rest of the year? My scouting budget was maxed so it must make quite a difference.

If you have no available money left then you'll be stuck with that rest of the year unless you find a way to cut costs

I did cut costs and got back under budget but the penalty is still there. I’m wondering how long it takes to go back to normal or if it does.

This is from memory as I’m away from the game atm, but when in the season are you? The budget may be something that can only be set before the season (see if they manual has info on this). If so, and the season is underway, plan for next year to get under budget and increase it before next season begins.

Scouting budgets can only be changed in the off-season.

I run into this every time I start a Tigers GM standard game.

I recently started a Tigers game and you're 100% correct. If you want to do anything with the development and/or scouting budgets, you have to unload contracts.

I traded a player that brought me some cash and raised ticket prices for the rest. In the financial section it now shows projected year end to be under budget.

I had this happen and noticed it during the off season. I traded some players to get the scouting money back. Later I wished I hadn't done that.

This not the scouting budget. I’m in the third week of the season so can’t change it. But I was over budget so had scouting reduced to half the baseline. I’m back to over budget but I’m still at half the baseline. Will it come back at some point this year or do I have to wait until next year?

You have to wait until next year. And have the budget room next year at the time you are setting it through the season start (or the game will auto-adjust it)

To make life easier, I would suggest hitting up your owner for some dough-re-mi to use on scouting. All MLB owners are wealthy. He or she has the ability to help out. In Commissioner mode, you can simply add the cash. Is this cheesing or cheating? No moreso than acquiring four OF at the trade deadline. Okay, if you are a wealthy team like the Yankees or Dodgers or Braves, enough is enough! But if you are a small-market team, or structured like one, why not level the playing field a bit? I don’t lose any sleep over giving the perennial also-ran teams like the Pirates and Rays some extra funding. Maybe next year I will impose a hard cap and see how Atlanta and St. Louis fare in a socialist system.

Two ideas:

1) If you are interested in more medium-term parity, instead of arbitrary budget hikes it may be a good idea to adjust how financials work. Some options are reducing gap in market sizes between teams, or assigning a bigger weight for national media contracts in relation to local media contracts.

2) If you start a 2022 save, I think it would be reasonable to raise the budget of teams that start over budget.
For example, the Marlins start 2022 as being overbudget and get hit with the penalty that reduces the scouting and development budgets, but in reality, there is no indication that the Marlins went into the season needing to shed salary because they were overspending. In fact, they didn't really try to shed salary at the deadline even though they are not in contention.
The case for the Tigers is even more extreme. They may be losing money, but they shouldn't start the game as being significantly above their budget. If ownership decides to set a budget that is above expected revenues, that is their problem and the game should allow for it when you are starting with real finances.
