Inaugural draft AI skips human team

Set up league twice. When inaugural draft starts, I let the AI draft for all teams (including mine), all rounds. It then asks to set up my team. I say yes but no players appear on my team. Players were drafted on all the other teams.

I tried to reproduce this but unfortunately have had no luck. Could I ask you what type of league you were creating? Was it a fictional league with a predefined setup, did you include any minor leagues, etc.?
If you're able, can you give me a step-by-step instruction so I can reproduce? Thanks!
