Scouting The Wrong Players

I think I may be scouting the wrong players. I add players to my watch list and short list who are going to be free agents at the end of the year but when I get there, none of them want to play in my league. Is there a way to figure out if a guy is a realistic signing target before putting in the resources to scout him?

To add to this, someone who told me they didn't want to play in my league signed with another team in the league 5 days later

I'm still curious if maybe it's my manager's ratings or something. Why are free agents telling me that they don't want to play in my league and then signing with other teams in my league?

My negotiation is 18 and player management is 20

I also tested something out and got a couple of the remaining free agents to sign PTOs with me in the pre-season but they refused to sign a contract with me after that and are still free agents after the season starts. I guess they'd rather sit at home than play in the second highest league in the game.
