Owner goal is to improve staff Cohesion, I have improved it to Ecstatic but it is still in the red

In theory staff cohesion is a good idea but for me it has become to time consuming to be worthwhile. I just set the cohesion impact to none now.

As for your question, I guess it could be a bug.

This was something specifically mentioned in the latest patch report, so it's probably a bug related to that. Are you on the latest patch released today?

The owner goals, individually, are goofy. But I like them in the game because some owners are idiots, and it's a way of representing that. (I play fictional, so I'm talking about idiots who don't exist irl.)

The flip side is that the owners in the game who are too hands-on, or who obsess over things like upgrading a specific position or scoring runs in a specific way (MOAR HOMURZ!), create a contrast with the reasonable ones.
