Abnormally low pitcher ratings?

I'm playing through a fictional league, two division, ten team Summer League setup (70 game schedule). Everything is going well except that the ratings seem off, in some cases dramatically, especially among pitchers. For example, the guy who has won the Pitcher of the Year Award the last two years, with the top WAR in the league, S/M/C ratings of 80/70/60, clean injury history, perfect all down the line... has 20 overall and 20 potential ratings. I've tried every combination on relative ratings, and the results are always the same after a full re-scout. Ratings weight currently set to 50/30/15/5, but I've played around with that too and not much really changes.

Even weirder, the only pitcher in my entire league with an overall rating over 45 is a 22yo prospect with 50/60 current/potential Stuff, 70/70 Movement, and 60/70 control, with four pitches, none of which have a top rating of greater than 35, which doesn't make a ton of sense.

What am I missing? Hitters seem to have a much more reasonable ratings distribution.

UPDATE: I changed the AI Eval to remove ratings entirely and base it on performance, and the same pitcher became a 75/75, which is much more like what I'd expect, but I still don't know how to fix the main issue here, or what might be causing it.
