'Improve Staff Cohesion' goal bugged

A few seasons back I got the owner goal to improve staff cohesion (something I definitely lacked at the time). Last year I got it all the way to Ecstatic and the owner said I failed to improve. This year, I'm currently late July and once again at Ecstatic, but it's shown in red and the owner said I was failing it at the mid-season review. Not sure if anyone else has had this issue.

I know we fixed some issues relating to that goal on a previous patch. Are you updated to the most current version?

Yeah, I've been on Build 23.4.64 from the day it came out. I'm playing via Steam if that matters at all. I do not know if I recieved the goal on the previous patch or this one but I've definitely gone through at least one of these failed goal seasons on this version

Ah, yes, looks like we were missing one piece that caused problems. We'll fix this up.

Yup I won the WS and still have it as failed to meet goal.

Since my owner is happy all around I thought it was pretty funny.

Does it seem like the same error as before? What does it show in all the various spots you can see the status?

-throughout the season on the owner page the goal was in red, as if failing.
-Mid-season review said "the coaching staff is still in bad shape.I hope you have a strategy to fix it."
-the final review of goals said "the coaching staff is ecstatic. this is problematic."

Notably, unlike the other save, the goal didn't carry over to the next season. though I'm not sure if that goal inherently does if its failed or not.

As far as I can see, it works correctly in my current sample games. I know we had an error in the first fix for it, but it should have been corrected in the 23.5 patch. So if you are updated to that but still see the issue, we would likely need to see a league file (https://support.ootpdevelopments.com...p-developments) in order to see if there is an issue in that specific league causing the problem.
