Japanese colleges missing lat/long in world.xml

This means they won't be available for draftees, will they? This was an issue with high schools in 22, but thankfully that seems to have been fixed.

This is with the public beta 23.3.60 world.xml reloaded.

I just started a new game with the ***, and checked the players in the 2023 draft. There were players from schools with long/lat set to 0/0; for example Toyo Univ, Senshu Univ, and Nihon Univ. I thought that what mattered is State and City?
Now, why University of Tokyo is rated as "Great" competition level, I'm not sure...
