Lower Potential Rating Than Overall Rating for Two-Way Players

I just ported my OOTP22 game over to OOTP23, and I'm seeing this one "bug" that seems to only affect two-way players who are set on your roster as position players. When you switch the player to pitcher, it shows a potential rating the same or higher than the overall. But in some instances, if you do the reverse (switch the pitcher to position player), you get a player summary that shows a lower potential rating than an overall rating.
