Too much draft budget(AI)

This is the 2023 Draft Budget and Slot Money of all 30 MLB teams.

I found many teams set their draft budget way over their slot money.

It causes financial loss and lack of fluidity -> small budget(next year) -> another weird draft budget -> on and on -> a vicious circle.
