If you want to clear as much budget space as possible, you have to get rid of your high-salary players. I don't know really what else to say since it's such an open question.

I have lowered a lot of these before to create room to sign some players.

Push for a little salary retention in every trade you make.
Micromanage ticket prices. If you're selling out games raise the price a dollar each game till you don't.
