Playing the game in full screen mode

I like to play the game in full-screen mode and in OOTP21 there was a scaling setting that had to be changed in order to see everything in the game (minor league teams especially). Is anyone aware of this setting and how to change it in OOTP23?

For those having full-screen issues you need to amend the High DPI scaling setting below by right-clicking on the desktop icon:
