Is OOTP 23 compatible with OOTP 21 games?

All I have a multiyear game going on in OOTP 21 and want to know if I can import this game into OOTP 23 to take advantage of the new features.

You’ll have to import 21 to 22 then 22 to 23

Download a demo version of 22 you should be fine.
