Perfect Draft card choice changed?

Dishnet said "fresh ideas" are coming to Perfect Draft, so not sure if what I'm seeing is intentional. Where PT22 had cards of the same tier for each selection round (all perfect, then all diamond, so on), the one PT23 PD I've tested has a mixture.

First round had a couple of diamonds among the perfects, subsequent rounds had more gold than diamond, eventually got to the one round that had silvers, bronzes, and irons I believe.

if it's not a bug, my initial reaction is negative - this is cranking up the luck-of-the-draw element more than I'd like, but maybe I'd get used to it.

Build 43, Win10.
