Waivers
Just started a Challenge Mode using White Sox and I'm kinda stumped why so many players were/are on waiver and Tim Anderson on DFA.AND NOT ON ROSTER

No one cares or plays challenge mode so just start a real game.

And who defines what a "real" game is?

To answer the original question, there are a few factors in play. One is the AI evaluates the roster and sometimes has to make space for players it more highly rates than the players currently on the roster. The dev team limits the players on the 40 man roster to try to curtail the number of players put on waivers, but sometimes it happens. The other is that I can remember there being issues with how the AI evaluates players and sometimes it isn't refined properly with the early versions. For example, a few years ago the AI would inevitably sign Trevor Rosenthal to a 1 year deal for $3-4M despite him having an injury for the entire year. The AI just wasn't evaluating his value correctly.
If the quantity of players being waived is excessive, you can report it as a bug. If there are specific players being waived that probably shouldn't be, you can report it in the roster forum and they'll take a look to see if there is something with those players that need correcting. |

The Live Start also has a special setup, where basically it marks a number of players as cleared waivers so that the AI will be free to demote them, otherwise they will have to DFA a number of players to get under a legal roster. Having them "pre-clear" waivers just gives them some flexibility in setup.
