Cannot Sign Free Agents

I'm trying to sign a free agent in my custom game and the league that I'm in doesn't have a minor league so when I try to sign them, the minor league salary defaults at $1,000 but they want more and I can't change it.

Are they requesting a two-way contract, or are you adding the two-way clause yourself?

If you click Meet Demand, it doesn't increase the minor league salary to their demand level?

Can you upload that save, then? That's what it should be doing, and it seems to work when I try it with a custom league with no farm league.

Ah, I see it there. Seems to be the older players that are still subject to the ELC rules, we'll see what's going wrong there.
