"Bench when fatigue%" -- setting not being followed

I'm in an online league and I have a few top prospects force started at their positions, but set to "bench when fatigue 90%".

I've noticed that managers completely ignore this setting and will play the player regardless. One of these top prospects just played 11 days in a row at shortstop and got a DTD injury because of it.

Is there something that I am doing wrong, or is this a bug? Any guidance would be appreciated.

I've also had this occur even when force start at a position isn't checked.

I have brought up this issue and been told things are working as intended.
