Owners seek LOUSY fictional online league teams

This may seem like a very strange request, but I'm looking for an absolutely terrible fictional online league to take control of with the challenge of trying to rebuild it up to at least respectability (and I say fictional because I'm not interested in a Tampa Bay Devil Rays gig). I really would like to see the whole package here though... terrible current active roster (a current sub .250 winning percentage would be phenomenal!), not much farm, poor fan support with poor income. There are a couple of other specifics I'm seeking as well...

1) Fictional league
2) Salary cap of some sort (probably 75 mil to 100 mil or so)
3) Cash max cap of some sort (probably 15 mil to 40 mil or so)
4) Minimum of about 20 teams... max of probably 30
5) An above average sim speed (i.e. three sims a week of seven days per sim is a good starting point).
6) Probably the most important... a current owner base that is fairly active in trading and *willing* to trade. I'm not talking about a half dozen trades per sim or anything, but I'd really like for the majority of owners to be willing to trade.
7) Expansion teams for a fictional online league team would also be considered, esp. if that's deemed the poorest of what I can find.

I know there's leagues out with consistently poor teams and most of those teams probably also have a high turnover rate. But I'm looking for the challenge; I WANT the challenge. Both my current online league teams are currently in solid shape - Glacier Bay of POTD was rebuilt though I did have *some* resources to work with from the beginning (not many, but some) and Texas of ULB was in fairly good shape when I got them. But now I'd like to try to go a notch or three beyond my Glacier Bay team and try to turn around an absolutely dreadful team. The challenge I'm giving myself is taking a miserable team and seeing how quickly and how great I can rebuild it. That's the fun I'm looking to get out of it all.

FWIW, another owner and great friend of mine is also interested in a similar ballclub so a league with two miserable teams is even better (though I'm sure there's not many current fictional leagues with two openings and both being crap teams).

Jason is one of the better guys I have dealt, with in my OOTP life, both in his abilities to run a team and character. If you don't consider him you will be missing out.

Bump... *sigh* I guess there's no ridiculously poor teams out there awaiting... so I'm gonna modify my original request. Basically if there's a fictional league out there with openings and they've got some sort of salary cap, cash max and run a live sim, then I'm VERY interested in joining.

Dude. do what I did.
Look through the online league directory at ootpdevelopments.com...and try to find something awful. Worked for me...look at Moose Jaw in the CUBL.

I got my best 2 prospects through the last draft...had no top 100 players when I got the team.
