League Association - Combined Draft Question

I have several leagues, each of which is restricted to using only players from its region. Each league has a particular nation-origin distribution of players that are generated for the drafts.

These leagues are combined into a League Association for playoff purposes, but I'm curious if I can also do a combined League Association draft. Since each league should only see the players available to it, it's basically like having four separate drafts. There are few players who can be drafted in multiple regions because of their secondary nation, but mostly the draft pools will be isolated.

1. Does anyone know how the player pool for a combined draft would be generated? Is it based off of the players generated for each of the individual leagues?

2. Is there a problem if there are no eligible players for a particular team when it comes time for them to draft? One league has a full 5 levels of minors, but the others only have a single minor league. So the draft might go 30 rounds, but some leagues might only have 5 rounds worth of players available.
