can't find rules

Hey guys,

Been away from the game for awhile and I can't figure a few things out.....The problem is I can't find the rule book in the FHM7 directory. Can someone point me to where it is?

my specific problem is that I can't seem to dress players.....I can click on them to undress them but can't dress them...when I right click on the name the "dress/scratch" is greyed out.
