Drafting a Player

I'm not sure I understand how drafting a player works.
Example:
June 3rd I draft Randy Cunneyworth in the 3rd Round.
June 11th I agree to his demands and I try to sign him.
June 12th (See Attached), he tells me he may sign, but is looking at other teams first, to see what they will offer.

What other teams is he talking about? Don't I own his rights?
Would this not be considered tampering?

The verbiage in the emails for signing your own rookies is the same as when trying to sign Free Agents. That gives you the impression that they are talking to other teams, but they are not. There will be no bidding war, you are not competing with anyone else, the rights remain yours and if you just offer them what they want, they will sign 100% of the time (for your rookies only...FA will try to rob you blind, of course).
