Player cannot be demoted... does not match rules

If I attempt to demote a player and I get the pop-up message "The player cannot be put on that team, he does match rules for the [name of minor league team]," what does that mean? What rules would that be?

I'll note that I'm currently the GM of the parent MLB club, and am attempting to demote to an affiliate minor league team. In looking at the Rules (League Settings > Rules) for both MLB and the minor league, I don't see any setting that would explain this.

Anyone have an idea?

Most commonly, it would either be a foreigner restriction (ie. cannot place someone from USA into the DSL), or it it could be an age or service limit, where lower league levels don't allow older players or players with too much service time.

Thanks. But I don't think those are it. In the two examples that I have handy, it's the 1921 Chicago Cubs, and I'm trying to demote Art Griggs and Bert Niehoff - both American born - to the AA PCL's LA Angels.

In looking at the Rules for the PCL, the Active Roster Player Age Min and Max are both set to the defaults of 0 (= none), and Pro Service Time is "No Limit."

Perhaps a related issue: If, as the GM of an MLB club (and in full commissioner mode), I release a player from a major league club, and then, as the GM of a minor league club, attempt to sign the player, the dropdown does not have the Sign Player option. Why would that be?

Again, there are no restrictions that I can find in the settings that would preclude signing the player.
