Pulling the Goalie

How do I pull the Goalie?

I thought I had it set up in Tactics correctly.
The attached example:
27 seconds left, I am down by one goal. The face-off is in their Zone.
The extra attacker should have come on the ice by now, but he never did.

Do I have this set up correctly.

It should be happening automatically in that situation and those settings, but checking the design I think I see a loophole where it won't do it in an offensive zone faceoff until the offensive team wins the faceoff, we'll have to change that.
