Max Contract Length Not Being Used

This seems like a bug. I was able to replicate this with many different save files, a new custom league, the MLB quickstart, etc.

It seems that regardless of your other settings, the max contract length isn't being used in offers to players by the AI, depending on the years.

6-10 years is fine
5 years, the longest contracts are all 3 years
4 years, the longest contracts are all 2 years
3 years, the longest contracts are all 2 years
2 years, the longest contracts are all 1 year
1 is fine since 1 year contracts are only lengths being offered

If there's a setting I'm missing that is on by default that could cause this, please let me know! Otherwise, this does seem like an issue.
