Some questions about commishing

Beginning the playoffs in the first season as commish for a fictional league with some friends and have a few questions (this is on 21 fwiw - asking here since those boards appear to be dead and I don't think they're 21 specific anyway).


1. I set the stat modifiers to 2001. Will the modifiers evolve at all to make the league more TTO/less steal oriented/more reliever based? I upped the steals from .750 or something up to 1 and we had three players hit 100 swipes, which is fun. Lots of guys with 5+ CGs too, etc. Just curious if it will stay like this or trend away from it eventually, and when they would change (if it's dynamic, after each season, etc).


2. Everyone in the league noted how bad our inaugural pitching class was, at least for starters. No one had 10 k/9, only four guys managed a sub 3 ERA, one guy with a sub 1 WHIP, two guys with 200 Ks, and this is with 40 teams. However our amateur draft was almost nothing but 55+ SP prospects, I'd wager at least 75% of the first four rounds was SPs being taken. I figure the engine was trying to course correct from the inaugural draft not producing many good starters. I'm curious how this ties into the modifiers. I may be understanding incorrectly, but the modifiers determine how often strikeouts/walks/homers/etc happen, right? Will these elite pitching prospects be nerfed once they hit the bigs since we apparently have low modifiers? Or will they be similar to the elite SPs of the 2000s and the modifiers will change for them?


3. I want to add a few international leagues that are maybe 10-12 teams. I'm worried about file size though. I was thinking I'd just have an inactive roster instead of minor leagues for them. Would this stunt the development of their prospects if they have no game time before getting the call to the show? Or is the file size between this and having a single minor league level negligible? Curious to know if anyone else has incorporated indie/intl leagues. We want to use them as a supplement to the draft since scouting discovers are turned off, as well as generated FAs. FYI we have four minor league levels for forty teams so theoretically it is a smaller size than a MLB only live start.



4. I noticed the baseline for development budget was only $2m and the max is currently $6m. When would it be an appropriate time to change this? I am using financials from 2020 and I think the default max in a live start is... $24m? If I edit it now, would that lead to development being worse since we'd all have a puny dev budget? Should I just wait until the final day of the season?
