Waive Rule 40 Players

If your 40-man roster is full and a team returns a Rule 40 Draft Pick, you can't waive that player?

You shouldn't need to waive them, they should just return not on the 40-man afaik.

What happens when you do try to waive them?

Nothing happens, but I also can't just assign them from the DFA section. They sit in limbo until I have to release them or clear a different spot on the 40-man to put them on it.
